Just south of the Sinnoh Region is a fairly large island. Originally, while Pokemon were of a high number on this island, it was not large enough to house enough towns to be considered a pokemon region. Instead, it became an island fairly centered around Pokemon Contests. While the island itself contains very few new species of Pokemon, familiar species found in other regions are abundant here. In the recent years, the people have fought to allow gyms to be built in the four cities of Touhoku Island and a small region, similar to the Orange Archipelago(Orange Islands in the English anime).
After years of arguing, the region was granted its own league. A year-long test run showed the popularity of a Pokemon League on the island. Now, with a Champion in place, trainers can travel between the four large cities of Touhoku earning badges to fight the island's own Elite Four and Champion. Pokemon Contests still take place for those who prefer them to battling for gym badges. The island also holds an annual Festival in Russetstone City, a City devoted to the Eevee.
Yet, recently, some odd things have been happening on the island. A group of oddly clothed people have been showing particular interest in the Eevee Legend of Russetstone City. They've butted heads with the autorities on multiple occasions, trying to examine the statue that acts as a reminder of the Legend. Steer clear of these strangely clad people, for they will not hesitate to harm a trainer's pokemon if they get too close to the statue.
